Tests.
Certification of Conformance. When specified, a certificate of conformance to the test requirements may be acceptable in lieu of testing each lot. The contractor shall have available for review evidence that those tests specified herein have been performed, that the product tested conformed with the requirements of this CID, and that the product being offered has been manufactured using the same materials, processes, and manufacturing techniques, and is the same materials, processes, and manufacturing techniques, and is otherwise identical to the product tested. This certificate of conformance shall not be more than 1 year old as of the effective date of the contract.
Sampling. The inspection level for the specified tests shall be S-1 unless otherwise specified. The failure of any sample tested shall constitute failure of the lot.
Tested conditions. Unless otherwise specified the test apparatus may be of any design suitable for performance of the test. The function test and slide fastener test shall be conducted at 68 to 75 degrees Fahrenheit and 48 to 52 percent relative humidity. The portfolios for the handle test and drop test shall be loaded and conditioned at minus 10 plus or minus 5 degrees Fahrenheit, for a minimum of 4 hours in refrigerated cabinet or chamber and then be tested immediately after removal from the cabinet or chamber.
Handle test. The sample portfolios shall be fully opened and hung over a rod in such a manner that the handles hand down and swing freely. A 75 pound weight (plus or minus 3 pounds) shall be evenly distributed over both handles together for 30 minutes. After the test, the portfolios shall be examined. Any tears in the supporting fabric or body of the portfolio or evidence of deformation or separation of the handle shall fail the sample.
Drop test. Each portfolio shall be filled with pillows or bags, loaded with sand or vermiculite or some similar substances, to attain the test loads and, at the same time, completely fill the interior of the portfolio to avoid secondary impact due to shifting of the test load. The net load shall be 6.0 pounds (plus or minus 0.25 pounds). The weight shall be evenly redistributed and the slide fastener shall be completely closed during the test. The weighted portfolio shall then be dropped 15 times to a concrete floor from a height of 24 inches (plus or minus 0.5 inches, measured from the lowest point of the portfolio) as follows: 5 times so that it lands on the end opposite the handles, 5 times so that it lands on one side end and 5 times so that it lands on the opposing side end. Upon completion of the test, test portfolio shall examined to insure that none of the components are cracked, torn, fractured, perforated, loosened or performed to the extent that the portfolio is inoperable. If the portfolio is in any way inoperable or if there are tears in the fabric, separation of the seams or permanent deformation of the body or slide fastener the sample shall fail. Cosmetic imperfections, resulting, from the drops, shall not be considered defects.
