The portfolio shall open on three sides by means of a single slide fastener and shall lie flat when open. The slide fastener shall be composed of metallic teeth and shall be attached to the portfolio by no less than 2 rows of stitching on each tape. The cross breaking strength of the chain shall be a minimum of 75 pounds when tested in accordance with ASTM D 2061, Standard Test Methods for Strength Tests for Zippers. The slide fastener tab shall have a leather thong, 3 inches minimum in length, permanently attached. The slide fastener shall not tear, bind or otherwise fail when function tested as specified.
The portfolio shall have two full length expanding pockets on the inside, one attached to each half of the portfolio. The pockets shall be constructed to hold a legal size pad of paper without binding or any kind of deformation of the pocket or the pad.
The portfolio shall be constructed to withstand the Drop test without tearing, bursting any seams, or permanent deformation and shall operate as designed afterwards.
The portfolio shall have two sliding (disappearing) handles. The handle color shall match the body of the portfolio. The handles shall be capable of passing the handle test without tearing the supporting fabric and without deforming or detaching from the body of the portfolio.
Additional or better features, which are not specifically prohibited by this CID but are a part of the manufacturer’s standard commercial product, shall be included in the portfolio being furnished.
Workmanship. The portfolio shall present a neat, finished appearance both inside and outside and shall exhibit no evidence of sharp, jagged, rough, or other unfinished components. The portfolio shall be free from defects which may affect durability, serviceability and appearance.
Quality assurance provisions:
Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements. The contract is responsible for insuring that components and materials used were manufactured, examined, and tested in accordance with referenced specifications and standards.
