2.1.2 Handle or carrying strap. The handle or carrying strap may be fabricated from leather, heavy duty webbing (natural or synthetic fiber), molded plastic, vinyl, or corrosion resistant metal. The handle or carrying strap shall be capable of supporting a minimum weight of 30 pounds.
2.1.3 Thread. The thread may be nylon, polyester, or cotton of a sufficient size and strength for the intended applications. The thread shall show “good” fastness to weathering.
2.1.4 Hardware. The metal hardware made up to locks, rivets, staples, snap fasteners, metal frames, buckles bell studs, and rings shall be finished to prevent corrosion and shall be of adequate strength and design to function properly over the life of the end item.
2.1.5 Security closure system. The money bag shall incorporate a closure mechanism which will provide tamper proof security when closed and locked, and will require a key to open. Two keys shall be provided with each bag. The closure system shall provide for easy loading when in the open position.
2.1.6 Color. The color shall be in accordance with commercially available bag color and shall be as specified in the contract or purchase order.
2.1.7 Size and dimensions. The money bag shall have a minimum secured interior capacity of 1,300 to 3,000 cubic inches. Maximum and minimum dimensions are as follows:

3. QUALITY ASSURANCE
3.1 Certification. The contractor shall certify, and maintain substantiating evidence, that the product offered meets the salient characteristics and requirements of this Commercial Item Description, and that the product conforms to the producer's own drawings, specifications, standards, and quality assurance practices, and is the same as the product offered for sale in the commercial marketplace. When specific quality assurance provisions are specified for any commercial characteristic, the contractor shall furnish data resulting from inspection conducted in accordance with the specific quality assurance provisions. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
