3. SALIENT CHARACTERISTICS
3.1 Case construction. The dispatch case shall be constructed from supported artificial leather and shall have the following dimensions:

The case shall be dark brown in color. The case shall be covered with printed expanded vinyl with a minimum thickness of 0.030 inch. The print may be either single or two tone. All exterior stitching shall be functional and either brown or black, consistently. The interior stitching shall match the color of the interior lining.
The case frame shall be made from wood or chipboard with a minimum thickness of 1/4 inch and shall be of a full or partial tongue and groove or overlapping construction where the lid of the top section meets the lower tray. The interior shall have a collar of a minimum height of 1/8 inch above the top edge of the bottom section to form the overlapping construction. The corners of the frame shall be firmly joined together with a dovetail or similar joint and glued with a waterproof adhesive.
The top (lid) and bottom of the case be made of rigid chipboard or plywood not less than 0.100 inch in thickness with all edges beveled and securely bonded to the frame. A synthetic cushioning material and the chipboard or plywood on the top and bottom of the case.
3.2 Interior. The interior of the case shall be line with artificial leather of a color harmonious with the case shells. The apron which covers the hinged area of the interior shall be covered with a vinyl of minimum thickness 0.030 inch and shall match either the exterior in color. All raw perimeters of the lining shall be the either bound with material and lock stitched or concealed within the frame to provide a neat and precise appearance. The attachment of the lining to the shells shall be by direct thermobonding, or by adhesive. The lining shall be securely bonded, lie smoothly in the case, and be free from wrinkles and bubbles.
